If your question has been answered and you must participate in the Dual System, then you must take the following steps:

  • Set up an account on the LUCID portal run by the Central Agency Packaging Register (ZSVR). You can do this here

The big question for small traders:
Do I have to license my packaging or not?

Whether packaging has to be licensed, i.e. participate in a dual system, depends primarily on whether it can end up with the end consumer for disposal. However, the quantities in which packaging is put into circulation are completely irrelevant. The following applies: If you are the first distributor of packaging, you must also licence it as a small company or small business from the first gram. The Packaging Act therefore does not provide for any exceptions for small and very small quantities. Nor, incidentally, for certain types of packaging. The chip tray in the snack bar must be licensed as so-called service packaging in the same way as the shipping carton of the online shop. So it doesn't matter whether you put a small amount of packaging into circulation or only use certain types of packaging - the obligation to participate remains in place. It is therefore important to be aware of the packaging licence costs and to take measures at an early stage.
